That is why we are pleased to share information about the Children and Youth Behavioral Health Initiative (CYBHI), a statewide effort focused on expanding access to behavioral health services for California鈥檚 children and youth.
A key feature of CYBHI is its focus on meeting young people where they are. By strengthening services in schools, colleges, and community settings, the initiative helps make behavioral health support more accessible and easier for families to navigate.
In Imperial County, local educational agencies are working together through a countywide consortium to participate in the CYBHI Fee Schedule Program. This program allows schools to receive reimbursement for eligible behavioral health services provided to students, regardless of insurance status. By leveraging these reimbursement opportunities, schools can reinvest resources into student mental health supports, expand access to services, and strengthen the systems of care available to children and families throughout our region.

The Children and Youth Behavioral Health Initiative, or CYBHI, Fee Schedule is a statewide program that helps schools receive funding for eligible behavioral health and wellness services provided to students. Some of these services may already be available at your child鈥檚 school. The funding helps schools sustain and expand them.
Services are based on student needs, not insurance status. Students may receive support whether they have Medi-Cal, private insurance, or no insurance.
Depending on the service and staff available, services may be provided by school counselors, licensed or credentialed behavioral health professionals, wellness coaches, or other qualified providers.
No. There is no direct cost to families for school-based services provided through this program. Your family will not receive a bill or be asked to pay a copayment, coinsurance, or deductible.
The school may request your child鈥檚 Medi-Cal or private insurance information so it can receive reimbursement for eligible services. This funding helps behavioral health and wellness services remain available to students.
Your child will not be denied support if insurance information is unavailable or not provided.
Services billed through the CYBHI Fee Schedule should not reduce your child鈥檚 regular behavioral health benefits. Your family will not be responsible for a copayment, coinsurance, or deductible.
Your health plan may send an Explanation of Benefits showing that a service was submitted. An Explanation of Benefits is not a bill.

No. Receiving school-based behavioral health or wellness services does not require your family to disclose its immigration status. Immigration status is not used to determine whether a student may receive services.
Families with specific immigration questions may seek assistance from a qualified legal or community resource.
Care Solace is the electronic health record and care coordination system used by our program to securely document, coordinate, and support student services.
You may receive a phone call, text message, or email from Care Solace on behalf of the school. Care Solace may contact you to collect or verify your child鈥檚 insurance information or help connect your family with community-based services.
These communications are part of the school鈥檚 partnership with Care Solace. They are not advertisements or bills. If you are unsure whether a communication is legitimate, contact your school site administrator before providing personal information.
